Recommendation to request City Attorney to prepare resolution in support of the Gang Prevention and Effective Deterrence Act (S-155).
 
DISCUSSION
U.S. Senators Diane Feinstein (California) and Orrin Hatch (Utah) are seeking support for the Gang Prevention and Effective Deterrence Act (S-I 55). The bill authorizes approximately $650 million over five years to support Federal, State and local law enforcement efforts against violent gangs including the funding of intervention and prevention programs for at-risk youth and witness protection programs. The legislation does two things. First, it creates a set of federal criminal provisions which allow focus on the gang itself in criminal prosecutions similar to the Racketeer Influence and Corrupt Organizations Act (RICO) and it provides authorization to fund prevention programs designed to complement the
enforcement elements of the statue. A summary of the bill is attached.
