TITLE
Recommendation to adopt Specifications No. RFQ AP-22-160 and award a contract to Jacobs Project Management Co., of Irvine, CA, for Engineering Construction Management Services for the Terminal Roadway Improvements Project at the Long Beach Airport, in the amount of $1,579,880, authorize a 15 percent contingency in the amount of $236,982, for a total contract amount not to exceed $1,816,862, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments; and
Increase appropriations in the Airport Fund Group in the Airport Department by $1,816,862, offset by grant revenues and Airport funds available. (Districts 4,5)
DISCUSSION
City Council approval is requested to enter into a contract with Jacobs Project Management Co. (Jacobs), to provide engineering construction management services for the Terminal Roadway Improvements Project (Project) at the Long Beach Airport (Airport).
The Terminal roadway is the sole access route for incoming and outbound commercial passengers at the Airport. The improvements will address congestion at the area directly in front of the historic Terminal building, enhance pedestrian safety and vehicle throughput efficiency, and preserve existing capacity at the Airport. The City has typically contracted for engineering construction management services with firms that have expertise and equipment beyond existing City staff resources. A Request for Qualifications (RFQ) process was conducted to secure construction management services in accordance with Federal Aviation Administration (FAA) regulations and requirements.
