DISCUSSION
City Council approval is requested to enter into a contract with Jacobs Project Management Co. (Jacobs), to provide engineering construction management services for the Terminal Roadway Improvements Project (Project) at the Long Beach Airport (Airport).

The Terminal roadway is the sole access route for incoming and outbound commercial passengers at the Airport. The improvements will address congestion at the area directly in front of the historic Terminal building, enhance pedestrian safety and vehicle throughput efficiency, and preserve existing capacity at the Airport. The City has typically contracted for engineering construction management services with firms that have expertise and equipment beyond existing City staff resources. A Request for Qualifications (RFQ) process was conducted to secure construction management services in accordance with Federal Aviation Administration (FAA) regulations and requirements.

The RFQ was advertised in the Long Beach Press-Telegram on October 7, 2022, and 53 potential firms specializing in engineering services were notified of the RFQ opportunity. Of those firms, 12 downl...
