TITLE

Recommendation to adopt Plans and Specifications R-7215 and award a contract to PCN3 Inc., of Los Alamitos, CA, for construction of the Fire Station 14 Workforce Privacy Project, in an amount of $3,694,856, authorize a 15 percent contingency in the amount of $554,228, for a total contract amount not to exceed $4,249,084; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into a contract with PCN3 Inc., to provide construction services for the Fire Station 14 Workforce Privacy Project (Project).

 

The Project is at Fire Station 14, located at 5200 East Eliot Street (project location attached).  The Project includes tenant improvements that will enhance workforce privacy, including private restrooms and dormitories.  The renovations will also improve the working and living conditions of the people serving Fire Station 14 by providing adequate privacy modifications and improving the building configurations and gender accommodations.  The construction will also include health and safety improvements, such as abatement of materials containing lead and asbestos; environmental and energy efficiency; and Americans with Disability Act (ADA) compliant improvements which include connecting a path of travel from the public right-of-way and constructing an accessible first floor restroom. The Project will also include the construction of a new exterior workout room.

 

Due to conflicting information discovered in the original bid specifications, City staff determined it was necessary to rebid the project.  The re-bid was advertised in the Long Beach Press-Telegram on April 20, 2023, and 102 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 24 downloaded the bid via the City’s electronic bid system. The specifications were made available on the Purchasing Division’s website at www.Ionqbeach.gov/purchasing. <http://www.Ionqbeach.gov/purchasing> A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 42 local, minority-owned, women-owned business groups and other business associations. The Public Works Department hosted a mandatory pre-bid meeting and optional pre-bid site walk for this project. There were three bids that were received on June 2, 2023. PCN3 Inc., of Los Alamitos, CA, a certified Small Business Enterprise (SBE), was the lowest responsive and responsible bidder.

 

This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on August 1, 2023, Purchasing Agent Michelle Wilson on July 24, 2023, and by Budget Management Officer Nader Kaamoush on July 31, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications R-7215 and award the contract concurrently is requested on August 22, 2023, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total contract amount will not exceed $4,249,084, inclusive of a 15 precent contingency of $554,228. The total project cost is estimated at $5,494,100, including design, construction, construction management, labor compliance, and project oversight. The total project cost is supported by $4,695,000 of Measure A funding and $800,000 of General Capital funding, which are appropriated in the Capital Projects Fund Group in the Public Works Department.

 

The Long Beach Fire Department will be responsible for basic custodial maintenance and utilities costs for the Fire Station upon completion. These costs including any additional annual operating and maintenance costs associated with this Project are unknown at this time. If additional budget is necessary, it will be requested as part the annual budget process with the intent to offset the cost if possible.

 

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will provide continued support to the local economy. The number of additional local jobs created by this project will not be known until the contractors have completed their hiring and construction has commenced.
