DISCUSSION
Since 1988, the City of Long Beach Department of Health and Human Services (Health Department) has been providing clinical treatment services to persons with HIV/AIDS. The Health Department provided HIV/AIDS care to over 275 individuals in 2010.

The Los Angeles County Department of Health Services (County) is a participant in the Bridge to Healthcare Reform Demonstration Project (Healthy Way LA Program), which provides no-cost healthcare coverage to low-income uninsured adult citizens and legal residents. An agreement between the City and the County for the Healthy Way LA Program will ensure continuity of care for the Health Department’s HIV/AIDS patients. This agreement is a fee-for-service contract and reimbursement rates are based on Medi-Cal and Medicare.

Currently, HIV/AIDS patients served by the Health Department are funded under a grant agreement with the County, which is pass-through funding from the Federal Ryan White Care Act (RWCA). RWCA is a payer of last resort and will serve as a complementary program to continue coverage of critical case management and other wrap-around services that may not be covered under the Healthy Way LA Program. All eligible RWCA clients will be transitioned under Healthy Way LA and this agreement will allow the Health Department to continue to provide quality care to its HIV patients that are not eligible to be covered under any other program or grant.
