DISCUSSION
It is the goal of the Department of Public Works to widen streets and alleys to the standards established in the City's General Plan.  When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development.  For the construction of a 61-unit affordable senior apartment building at 3290 East Artesia Boulevard, the dedication of additional street width is recommended on the east frontage of the parcel.  The dedication recommended is shown on the attachment and is described as follows:
 
Indiana Avenue Right-of-Way will be increased by 2 feet, from 52 feet to 54 feet wide.  Street improvements include increasing the roadway width to 34 feet and the sidewalk to 10 feet.  These street improvements will be completed with the project in process, prior to the issuance of an occupancy permit.  The developer of the subject property agreed to development conditions that include the above-described dedications.
 
In conformance with the California Environmental Quality Act, Negative Declaration No. ND 09-09 was adopted for this project.
 
This matter was reviewed by Deputy City Attorney Linda Trang on September 13, 2011, and by Budget Management Officer Victoria Bell on September 9, 2011.  
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $1,089 was paid by the developer and deposited in the General Fund (GP 100) in the Department of Public Works (PW). No local jobs are impacted by this action.
