TITLE
Recommendation to authorize City Manager to execute a Public Walkways Occupancy Permit for sidewalk dining at Blackbird Cafe located at 3403/3405 Orange Avenue.  (District 7)
 
DISCUSSION
The operator of a new restaurant known as the Blackbird Cafe, located at 3405/3407 Orange Avenue, requests a permit to temporarily occupy a part of the adjoining sidewalk for the purpose of sidewalk dining.  The proposed permit area and a list of furnishings and accessories to be placed in the permit area are shown on the attachment.  Approval of this permit is based on the conditions and standards of Chapter 14.14 of the Long Beach Municipal Code, which describes temporary uses of public rights-of-way.  The width of the sidewalk at this location is 15 feet.  A minimum clearance of 5 feet 8 inches will be maintained between the permit area and a City bicycle rack mounted on the sidewalk.
 
This permit request was reviewed and approved by the Long Beach Fire Department on August 18, 2011.  Deputy City Attorney Linda Trang reviewed this matter and prepared the subject permit on August 30, 2011. Director of Financial Management, John Gross, reviewed this item on September 28, 2011.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A permit processing fee of $546 was deposited into the General Fund (GP) in the Department of Public Works (PW).  Approval of this recommendation may have a positive local job impact.

Approve recommendation.
