TITLE
Recommendation to adopt joint resolution of the Board of Supervisors of the County of Los Angeles and the City Council of the City of Long Beach approving and accepting the negotiated exchange of property tax revenue resulting from City of Long Beach Reorganization No. 2011-13 (County Boundary Adjustment). (Districts 3,5)
DISCUSSION
On July 6, 2010 and April 5, 2011, the City Council made findings supporting boundary adjustments between the cities of Long Beach, Seal Beach and Los Alamitos, and Los Angeles and Orange counties. The boundary adjustments would modify the areas that are located generally along the Los Coyotes Flood Control Channel and the San Gabriel River to better align with service delivery boundaries and physical barriers. No residential neighborhoods are impacted, and the adjustment will effectively clean-up the inconsistencies for the areas. The areas affected are described in Attachment A.
The County Auditor-Controller reports that there will be a net revenue gain of approximately $11,000 annually to Los Angeles County taxing entities and special districts as a result of this annexation/detachment action. Adopting the attached Tax Revenue Resolution is the next step in the process.
This matter was reviewed by Assistant City Attorney Mike Mais on July 27, 2011 and Budget Management Officer Victoria Bell on July 29, 2011.
TIMING CONSIDERATIONS
City Council Action on this matter is requested on August 16, 2011, so that the County Board of Supervisors can adopt the joint Resolution.
FISCAL IMPACT
There is a negligible increase in revenue to the City of Long Beach as one of the taxing entities. There are no known job impacts associated with this action.
