DISCUSSION
On August 22, 2005, the Redevelopment Agency (Agency) approved the funding for a Video Camera System (System) on Pine Avenue in the Downtown area, enabling the Long Beach Police Department to install a 17-camera video monitoring system along Pine Avenue from Shoreline Drive to 6th Street. The System has been in operation since December 2006.

Since that time, the System has been expanded in the Pike/Convention Center area and along The Promenade. The first phase of The Promenade project, which includes the area south of Ocean Boulevard near the Pike and Convention Center, was completed in April 2009. Implementation of the second phase of the project, which includes the area north of Ocean Boulevard to Broadway, is currently in progress. However, as one of the camera locations in this phase is a privately owned building, the City of Long Beach will need to enter into a License Agreement with the property owner. The Agreement will allow the installation of cameras on the exterior of the building, the placement of additional equipment on the rooftop, and grant the right to access the space for maintenance of the equipment. The Agreement will also indemnify the property owner from any claims related to the use of the equipment.

This letter was reviewed by Deputy City Attorney Gary Anderson on June 23, 2011, and by Budget Management Officer Victoria Bell on July 8, 2011.

TIMING CONSIDERATIONS
City Council action is requested at its meeting on August 2, 2011 to ensure the timely installation of the video cameras at the identified location.

FISCAL IMPACT
[There is no monetary compensation required for the City’s use of the property. There is no local job impact associated with this recommendation.
