DISCUSSION
The Nurse Family Partnership (NFP) is a voluntary home visitation program that uses specially trained Public Health Nurses (PHNs) to provide intensive home visitation services to first time, low-income pregnant teens/women. Los Angeles County began the NFP Program in 1996 when it was field tested as a pilot program.

The City of Long Beach, Department of Health and Human Services (Health Department) has partnered with the Los Angeles County Department of Public Health since 2000 when funding was received from the Department of Public Social Services (DPSS) to expand NFP services throughout Los Angeles. The NFP now has fifteen nurses and currently serves 350 clients countywide. The DPH has agreed to provide funding for the City’s NFP nurse to maintain NFP services within targeted areas in Long Beach through June 30, 2012.

TIMING CONSIDERATIONS
City Council action is requested on June 14, 2011, as the contract is scheduled to commence on July 1, 2011.

FISCAL IMPACT
The total amount of this agreement is $114,502 for the period of July 1, 2011 through June 30, 2012. An appropriation increase of $114,502 is requested for the Nurse Family Partnership Program, and is included in the recommendation.
