DISCUSSION
To accommodate the widening of the I-405 Freeway, the Long Beach Gas and Oil Department (LBGO) is involved in the relocation of gas pipeline at the intersection of Seal Beach Boulevard and I-405 Freeway. The requested action will establish a contract to perform gas pipeline relocation work at this site. The materials and supplies required for the project will be purchased by LBGO under separate material and supply contracts. This work is funded from the Gas Fund’s infrastructure replacement budget. In accordance with the California Environmental Quality Act, Categorical Exemption Number CE-92-11 has been issued for this project. City Council adoption of both the plans and specifications and the award of the contract are being recommended concurrently to expedite project implementation.

An invitation to bid was advertised in the Press-Telegram on March 18, 2011. The bid document was made available from the City’s Purchasing Division’s website at www.longbeach.gov/purchasing. Three potential bidders attended the Bidder’s Conference on April 20, 2011, and two bids were received and publicly opened on April 27, 2011. Of those two bidders, one i0s a Minority-owned Business Enterprise (MBE), and none were a Woman-owned Business Enterprise (WBE), Small Business Enterprise (SBE), or Long Beach business. A. M. Ortega Construction Company, of Lakeside, CA (not a WBE, SBE, or a Local), is the lowest responsible bidder.
