Discussion

City Council approval is being requested to purchase personal protective equipment (PPE), which consists of chemical-resistant boots, coveralls, tape, gloves, and masks for the Fire, Health, Police and Public Works departments. These departments have received federally-funded grant authorization for the specific purchase of PPE. PPE is the safety officer's first line of defense against the harmful effects of chemical radiation. Sample garments were reviewed for acceptance standards prior to determining the lowest responsible bidder.

The bid was advertised on April 22, 2004, and bids were opened on May 4, 2004. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasina.ora. Twenty six potential bidders specializing in fire/safety equipment registered in the City's BidsOnLine database were notified bye-mail; two are Minority-owned Business Enterprises (MBEs), six are Womenowned Business Enterprises (WBEs) and one is a Long Beach business. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities sent to 32 local, minority and women's groups. Global Protection, LLC, of Marlton, New Jersey was the lowest responsible bidder.

This matter was reviewed by Deputy City Attorney Donna F. Gwin on April 19, 2004 and by Budget Manager Michael Killebrew on May 5, 2004.

Timing Considerations
City Council action to adopt Specifications No. PA-01604 and award a contract concurrently is requested on May 18, 2004 to ensure that a contract is in place expeditiously.
