TITLE
Recommendation to adopt resolution making application to and requesting the Local Agency Formation Commission of Los Angeles County to initiate annexation/detachment proceedings for certain boundary adjustments between the cities of Long Beach, Seal Beach and Los Alamitos, and Los Angeles and Orange counties.

DISCUSSION
between the cities of Long Beach, Seal Beach and Los Alamitos, and Los Angeles and Orange Counties. The boundary adjustments would modify the areas that are located generally along the Los Coyotes flood control channel and the San Gabriel River to better align with service delivery boundaries and physical barriers. No residential neighborhoods are impacted, and the adjustment will effectively clean up the inconsistencies for the areas. In addition to adjusting the boundary between Los Angeles and Orange Counties, there are five separate areas in the proposed boundary line adjustment between Long Beach and Seal Beach, and two separate areas between Long Beach and Los Alamitos. These areas are shown in Exhibits “A” and “B” in the accompanying resolution. The total area affected by the boundary adjustment is approximately 77.81 acres, with 35.09 acres being annexed into Long Beach, and 42.72 acres being detached from Long Beach.

Filing a formal application with the Local Agency Formation Commission of Los Angeles County (LAFCO) is the next required step in the process.

This letter was reviewed by Assistant City Attorney Michael Mais and by Budget Management Officer Victoria Bell on March 21, 2011.

TIMING CONSIDERATIONS
City Council action on this matter is requested on April 5, 2011, so the annexation application can be submitted to LAFCO.

FISCAL IMPACT
There is no fiscal impact and no known jobs impact associated with the recommended action.

Approve recommendation.
