TITLE
Recommendation to request City Attorney to prepare and authorize City Manager to execute an amendment to Contract No. 31544, extending the term to May 31, 2011 and increasing the previously authorized amount of $2,141,677 by $58,323, for a new total of $2,200,000, for the relocation of natural gas pipelines. (Citywide)

DISCUSSION
The Long Beach Gas and Oil Department (LBGO) is actively engaged in various infrastructure improvement projects throughout the City to improve the City’s natural gas pipeline system. City Council adopted LBGO Plans and Specifications G-271 on March 9, 2010 to complete five major pipeline projects (attached). Four projects are complete. The last project, in the Port of Long Beach, required adjustments to accommodate future construction of the Gerald Desmond Bridge replacement. The bridge project Environmental Impact Report was certified in July 2010, after design of the pipeline. Subsequently, additional work is required for the bridge accommodation, adding $58,323 in unanticipated expenses beyond the authorized amount. The Port of Long Beach will fund the increased cost.

City Council adoption of both the term extension and increased amount are being recommended concurrently to expedite project completion.

In accordance with the California Environmental Quality Act, Categorical Exemption Number CE-05-10 has been issued for this project.

This matter was reviewed by Deputy City Attorney Richard Anthony on March 7, 2011 and Budget Management Officer, Victoria Bell, on March 9, 2011.

TIMING CONSIDERATIONS
City Council action is requested on April 5, 2011, to authorize completion of this project. Construction is anticipated to be complete in April 2011.

FISCAL IMPACT
The current contract is approved at $2,141,677. The requested change will extend the term through May 31, 2011 and increase the full contract amount to $2,200,000 (adding $58,323). The expense associated with the increase is fully offset and funded by...
