TITLE
Recommendation to receive and file report on travel to Washington, D.C. regarding federal issues, February 28 to March 2, 2011.

DISCUSSION
On February 28 - March 2, 2011, the Federal legislation Committee traveled to Washington, D.C. to discuss federal issues of importance with our delegation, other members of Congress and the Administration. Chair Delong and Councilmember Garcia represented the Committee, and were accompanied by Government Affairs staff and supported by the City's federal advocate Van Scoyoc Associates.

Attached is a list of meetings we participated in while back in Washington, D.C. Among the issues discussed were the following:

· House Appropriations Committee Continuing Resolution proposed $100 billion cut for the
FY 11 federal budget. Cuts are proposed to Community Development Block Grants and elimination of Workforce Investment Act groups. Both actions could have significant
impacts to the long Beach Community.
· Opposition to proposed cuts in State and local Homeland Security Grants, which help
maintain security in long Beach and the region.
· Requested federal agency funding for police technology, such as mobile surveillance cameras.
· Additional funding for the Colorado lagoon Restoration Project.
· Pursued federal funding to begin the authorized feasibility study for the East San Pedro Bay Ecosystem Restoration Study.
· Advocated on behalf of major transportation projects like the Realignment of Shoemaker Bridge, Complete Streets, and Bike Mobility.
· Other issues on the Federal legislative Agenda

The trip was productive in maintaining strong personal connections with our federal representatives and communicating the City's legislative priorities. The Federal legislation Committee will continue to closely monitor issues of federal importance and work with the City's government affairs staff and our federal legislative representatives to advance the City Council's 2011 federal legislative p ri 0 riti es.
