DISCUSSION
Over the past several years, the City of Long Beach (City) has deployed video surveillance cameras to enhance public safety in our community. Cameras are currently located Downtown on Pine Avenue and The Promenade, as well as at the Long Beach Towne Center. These cameras have proven to be a cost effective tool for preventing, deterring and investigating crimes. Technology Services, in collaboration with the Police Department, plans to expand the use of video surveillance cameras, adding cameras in selected areas of the City.

On February 7, 2011, the Redevelopment Agency (Agency) is expected to consider a contract with CelPlan Technologies, Inc. after an extensive bid process for the design, delivery, and installation of outdoor surveillance cameras in North Long Beach. All camera locations will be determined by the Police Department.

Since the Agency is funding construction of these public improvements, California Redevelopment Law provides that a redevelopment agency may, with the consent of the city council, pay for public improvements that are publicly owned either within or outside of a redevelopment project area, if the City Council determines all of the following:

· That the construction of such public improvements is of benefit to the redevelopment project area or the immediate neighborhood in which the public improvement project is located.

· That no other reasonable means of financing the public improvements are available to the community.

· That the payment of redevelopment agency funds for the construction of the public improvements will assist in the elimination of one or more blighting conditions within the project area.

The Agency is expected to make the necessary findings on February 7, 2011.
