TITLE
Recommendation to authorize City Manager to execute all documents with the City of Los Angeles to receive $5,000 in recognition of Harbor WorkSource Center’s Performance and Outcomes for Program Year 2009-2010; and to execute any needed subsequent amendments. (Citywide)

DISCUSSION
Pacific Gateway operates the San Pedro-based Harbor WorkSource Center on behalf of the communities surrounding the Los Angeles Harbor. That Center functions similarly to other Network one-stop centers by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs. The contractual partnership with the City of Los Angeles and its Workforce Investment Board was part of a larger strategy to allow the neighboring Long Beach and Los Angeles communities to better work together in tapping into the employment opportunities of the Harbor area and its twin ports.

The City of Los Angeles, through their Four Star Performance Awards, annually recognizes WorkSource Centers that exceed contractual goals in all of the following categories: Satisfaction, Outcomes, Customer Flow, and Administrative Capability. For 2009-2010 performance outcomes, Pacific Gateway will receive $5,000 in incentive awards. These funds will be used to augment services at the Harbor WorkSource Center.

This matter was reviewed by Deputy City Attorney Gary J. Anderson and by Budget Management Officer Victoria Bell on January 13, 2011.

TIMING CONSIDERATIONS
City Council action is requested on February 1, 2011 in order to facilitate processing of required documents.

FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund (SR 150) in the Department of Human Resources (HR). There is no impact to the General Fund. Approval of this recommendation will result in additional employment-related services to customers of the Harbor WorkSource Center.
