TITLE
Recommendation to adopt Plans and Specifications No. R-6869 for the improvement of Naples Island Soil Anchors, Phase VII, in the City of Long Beach, and award the contract to and authorize the City Manager to execute the contract with G.B. Cooke, Inc., in an estimated amount of $539,100, plus a 15 percent contingency amount of $80,865, if necessary, for a total of $619,965 and any amendments thereto. (District 3)
DISCUSSION
The existing tie-rods supporting the Naples Island seawall have deteriorated resulting in instability of the area behind the seawall. The required repair work includes the installation of 65 soil anchors, which will replace the existing tie-rods and stabilize the adjoining property, temporary relocation of existing floating docks, and miscellaneous concrete seawall repair work. This project has been coordinated with the Naples Improvement Association.
City Council’s adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on November 22, 2010 and bids were opened on December 16, 2010. in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs). Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
