TITLE
Recommendation to adopt Plans and Specifications No. R-6766 for the improvement of Pacific Coast Highway at Second Street, award the project to, and authorize City Manager to execute the contract with Siatic Contractors Corporation, dba Shawnan, in an estimated amount of $997,637, plus a 20 percent contingency amount of $199,527, if necessary, for a total of $1,197,164, and any amendments thereto except for an increase in the contract price; and increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) in the amount of $1,298,960. DISCUSSION
The intersection of Pacific Coast Highway at Second Street is currently subject to severe traffic congestion. This congestion can be partially mitigated by widening the west side of Pacific Coast Highway north of Second Street by 15 feet to provide an additional left-turn lane and a combination through and right-turn lane. The work will consist of installation of curb and gutter, resurfacing the street with conventional asphalt pavement, installing required accessibility improvements, new pavement markings, traffic signal equipment, traffic striping, and vehicle loop detectors at signalized intersections.
The right-of-way for the project was recently acquired. Through an agreement with Caltrans, the City will construct the project, and then transfer ownership of the new improvements and underlying property to Caltrans for their future operation and maintenance. A vicinity map of the area is attached.
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on October 28, 2010, and bids were opened on December 20, 2010. In addition to placing an advertisement for bids in the Long Beach Press Telegram, bid documents were made available through the City's weblink at, http://www.PlanetBids.com <http://www.planetbids.com/> in a continuing effort to increase participation of local businesses, Minority Business Enterprises (MBEs), Women Owned Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs). Bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
For this bid, 567 firms registered on the website were notified via automatic email notice, including 60 located in Long Beach. Twenty-three sets of bid documents were purchased by prospective bidders, and four bids were received. Of those firms, one is a local business and none are MBE or WBE. There were no DBE registered firms that submitted bids. Siatic Contractors Corporation, dba Shawnan, of Downey, California, has been determined to be the lowest responsible bidder.
This matter was reviewed by Deputy City Attorney Linda Trang on January 3, 2011 and by Budget Management Officer Victoria Bell on December 29, 2010.
SUSTAINABILITY
The project will improve the operation of the intersection reducing vehicle delays, idling time, and the associated emissions. In addition, the project will use recycled material for roadbase.
TIMING CONSIDERATIONS
City Council action on this matter is requested on January 18, 2011, to authorize commencement of this Public Works project. Construction is projected to begin when funds are in place, which is estimated to be mid-February, 2011. Construction is estimated to take 20 working days.
FISCAL IMPACT
The contract award is for an estimated amount of $997,637, plus a 20 percent contingency of $199,527, if necessary and if funds are available. The Boeing Company is providing $1,298,960 for this project as an outstanding infrastructure obligation related to the Pacific Gateway Project in the City of Seal Beach. Since this funding is not yet appropriated, an appropriation increase is requested at this time in the General Capital Projects Fund (CP) in the Department of Public Works (PW). The requested budget appropriation is higher than the contract and contingency amount to cover the construction management costs for the project. There is no impact to the General Fund. It is estimated that this construction project will provide funding for 24 full-time equivalent construction jobs.
