TITLE
Recommendation to authorize City Manager to execute an agreement and any subsequent amendments with the Housing Authority of the County of Los Angeles to provide supplemental law enforcement services for the Carmelitos Housing Development for a period of 17 months, with three, one-year extensions, for an estimated annual reimbursement of $316,800. (District 8)

DISCUSSION
The City of Long Beach Police Department has contracted with the Housing Authority of the County of Los Angeles for supplemental law enforcement services at the Carmelitos Housing Development in North Long Beach since 1985. The supplemental services provided will include community policing, as well as narcotic and gang investigation and enforcement.

This agreement shall be for an initial term of (17) months commencing on February 1, 2011, and ending on June 30, 2012, with three (3), one (1) year extension options, and may be terminated upon 30 days’ written notice. In the event of such termination, a prorated portion of compensation will be made for services provided.

The agreement will include the following:

· Two community-policing officers permanently assigned to work 40 hours per week performing community policing, investigation, and intervention services.

· Investigations and enforcement actions involving gang and narcotic activity will be provided by the Gang Detail, Special Enforcement Section, Narcotic Detail, or Community Policing Teams.

· A sergeant will provide supervision and direction in identifying crime trends, quality of life issues, and community concerns and will implement the steps necessary to address those issues.

This matter was reviewed by Deputy City Attorney Gary Anderson on December 1, 2010, and Budget and Performance Bureau Manager Lou Palmer on December 8, 2010.

TIMING CONSIDERATIONS
City Council action on this matter is requested at the January 4, 2011, City Council meeting, as the initial 17-month agreement will begin February 1, 2011.
