TITLE
Recommendation to authorize City Manager to accept fee title and execute all necessary documents to transfer title to 1195 East 15th Street, 998 East Pacific Coast Highway, and 1501 East Anaheim Street from the Redevelopment Agency of the City of Long Beach for permanent parkland.  (District 6)
 
DISCUSSION
The Central Long Beach Strategic Guide has identified that the Central Long Beach Redevelopment Project Area (Central) is significantly under-served in terms of open space and park opportunities.  In an effort to address the deficiency, the Redevelopment Agency (Agency) and the City of Long Beach (City) have pursued opportunities to expand and enhance neighborhood parks throughout Central Long Beach.  
 
The Agency has completed several acquisitions to expand parks and create additional open space including the purchase of 1195 East 15th Street for the construction of Rosa Parks Park, 998 East Pacific Coast Highway for the construction of the Poly Gateway passive landscaping project (Poly Gateway) and 1501 East Anaheim Street for a community memorial (Subject Properties), all as depicted on the attachment.  The community memorial project is in the design development phase, and the Rosa Parks Park and Poly Gateway projects are currently under construction.
Upon completion, the City's Department of Parks, Recreation and Marine (PRM) will be responsible for the operation and maintenance of the Subject Properties and, therefore, it is appropriate for the City to accept fee title to the parcels from the Agency.  Once the transfer is completed, the City will take the appropriate steps to dedicate the parcels as permanent parkland.
 
This matter was reviewed by Assistant City Attorney Heather A. Mahood on November 18, 2010 and by Budget and Performance Management Bureau Manager Lou Palmer on November 22, 2010.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on December 14, 2010 in order to facilitate timely conveyance of the property to the City of Long Beach.
 
FISCAL IMPACT
There is no fiscal impact associated with the  conveyance.  Following development of the subject properties, associated operating and maintenance costs are estimated to be $1,500 annually to the General Fund; these expenses will be absorbed within current budget in the General Fund (GP) in the Department of Parks, Recreation, and Marine (PR).  There is no job impact associated with this action.
