DISCUSSION
City Council approval is being requested authorizing the City Manager to execute a contract for the purchase of commercial trash containers (up to 8-cubic yards), to support the Department of Public Works’ ongoing commercial and residential refuse maintenance program. The Department of Public Works, Environmental Services Bureau, is requesting to purchase containers to replace the City’s current 300-gallon trash containers that are over ten years old and are being phased out. Replacing the current 300-gallon trash containers will minimize overflow of trash and take up less space in alleys. Also, replacing current 2-cubic yard trash containers with larger containers, as needed, will reduce collections and thus reduce heavy-duty vehicle traffic in alleys.

The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.

The Department of Public Works, Environmental Services Bureau, investigated procurement options and learned that the Los Angeles Community College District had completed a competitive bid process in April 2009.
