TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the U.S. Department of Justice, Office of Community Oriented Policing Services FY10 COPS Technology Program grant; and increase appropriations in the General Grants Fund (SR) and in the Police Department (PD) by $100,000.  (Citywide)

DISCUSSION
The City of Long Beach Police Department was recently awarded grant funding from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) for the FY10 COPS Technology Program grant (COPS 10 Tech) for $100,000. The grant period is from December 16, 2009, through December 15, 2012, and grant monies will be used for crime laboratory equipment and tools to improve the efficiency and quality of crime scene documentation, latent print comparison, and transition to a digital imaging system.

This item was reviewed by Deputy City Attorney Gary Anderson on October 4, 2010 and Budget and Budget Officer Victoria Bell on October 5, 2010.

TIMING CONSIDERATIONS
City Council action on this matter is requested on November 2, 2010, to expedite use of the grant funds.

FISCAL IMPACT
As the COPS 10 Tech is currently unbudgeted, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by grant revenues and the grant does not require matching funds. There is no impact to the General Fund. No local jobs will be lost or created through the use of these funds.

SUGGESTED ACTION
Approve recommendation.

Respectfully Submitted,
