DISCUSSION
British Petroleum West Coast Products, LLC (BP) has awarded the City of Long Beach Department of Health and Human Services (Health Department) $325,000 to continue the Community Asthma and Air Quality Resource Education (CAARE) Program.  The term of the agreement is October 1, 2010 through September 30, 2011.
The goal of the CAARE Program is to assist West Long Beach residents in the reduction and/or elimination of housing-based hazards that may contribute to asthma, allergies, or respiratory illnesses.
This funding enables the CAARE Program to be the sole provider of an in-home intensive asthma case management program not just for adults, but also for seniors with asthma in Long Beach.  For the last two years, the CAARE Program has focused on improving the health and well-being of adults with asthma and on assisting communities in the BP Settlement area to reduce and/or eliminate indoor and outdoor air pollutants that may contribute to asthma, allergies and other respiratory illnesses.  This funding will assist the CAARE Program in expanding its asthma-related services to seniors, and will create an opportunity to improve on program areas that may need modifications and ensure that there is continuity of operations for adults and seniors with asthma who are currently underserved.
 
This matter was reviewed by Deputy City Attorney Amy Burton on September 23, 2010 and by Budget Management Officer Victoria Bell on September 28, 2010.
 
TIMING CONSIDERATIONS
City Council action on this item is not time critical.
 
FISCAL IMPACT
The City will receive grant revenues of $325,000 to offset expenditures of the same amount.  An appropriations increase of $325,000 is requested in the Department of Health and Human Services (HE) and in the Health Fund (SR 130) and is included in the recommendation.  There is no City match of funds required, no impact to the General Fund and no net impact to jobs associated with this action.
