TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Boating and Waterways, to receive and expend the 2011 Boating Safety and Enforcement Equipment Grant for the purchase of two diesel engines; and increase appropriations in the Marina Fund (TF 403) and in the Fire Department (FD) by $75,000.  (Districts 2,3)  
 
DISCUSSION
The State of California, Department of Boating and Waterways (DBAW) Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment for boating safety programs. The grant requires that all equipment purchased is for the sole use of the boating safety unit, in this case, the Long Beach Fire Department's Marine Safety Division. The City of Long Beach was awarded grants from the DBAW in 1999, 2000, 2003, 2005 and 2010 total ing $276,000 towards the purchase of dive equipment and replacement engines for rescue boats. The current grant award of $75,000 will allow the purchase of two (2) Cummins marine diesel engines for a current Marine Safety Division Rescue Boat. The new engines will replace older diesel engines that have reached the end of their useful life and will help the Department to avoid future costly maintenance/repair expenses. These new diesel engines would be the highest tier (cleanest technology) currently available which meet the power and range needs of the rescue boat.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 19,2010, to ensure the City can promptly begin to expend these grant funds.
 
FISCAL IMPACT
The cost of the two engines is approximately $83,500 with additional estimated installation costs of $5,000. The City will receive grant revenues of $75,000 to offset expenditures of the same amount of the engines' acquisition cost. As these funds are currently not budgeted, an appropriations increase is requested in the Marina Fund (TF 403) and in the Fire Department (FD). The $13,500 that will not be supported by the grant will be absorbed with existing appropriations in the Fire Department/Marina (TF 403) and Tidelands Operations (TF 401) Funds. The Fire Department will not obligate nor expend the funds until such time that the State budget is approved and the contract is fully executed. There is no local job impact associated with this recommendation.
