TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Boating and Waterways, to receive and expend the 2011 Boating Safety and Enforcement Equipment Grant for the purchase of two diesel engines; and increase appropriations in the Marina Fund (TF 403) and in the Fire Department (FD) by $75,000. (Districts 2,3)
DISCUSSION
The State of California, Department of Boating and Waterways (DBAW) Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment for boating safety programs. The grant requires that all equipment purchased is for the sole use of the boating safety unit, in this case, the Long Beach Fire Department's Marine Safety Division. The City of Long Beach was awarded grants from the DBAW in 1999, 2000, 2003, 2005 and 2010 total ing $276,000 towards the purchase of dive equipment and replacement engines for rescue boats. The current grant award of $75,000 will allow the purchase of two (2) Cummins marine diesel engines for a current Marine Safety Division Rescue Boat. The new engines will replace older diesel engines that have reached the end of their useful life and will help the Department to avoid future costly maintenance/repair expenses. These new diesel engines would be the highest tier (cleanest technology) currently available which meet the power and range needs of the rescue boat.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 19,2010, to ensure the City can promptly begin to expend these grant funds.
FISCAL IMPACT
