TITLE
Recommendation to adopt Plans and Specifications No. R-6817 for the Construction of Improvements to Taxiway G East of Runway 12-30 at the Long Beach Airport; authorize City Manager to execute a contract with All American Asphalt, the lowest responsible bidder, in an estimated amount of $1,196,000, plus a 25 percent contingency amount of $299,000, if necessary; and increase appropriations in the Airport Enterprise Fund in the Airport Department (AP) by $1,850,000.

DISCUSSION
Taxiway G east of Runway 12-30 at the Long Beach Airport was last rehabilitated in 1994. The pavement is currently nearing the end of its useful life. Within the last 12 months, maintenance has increased and the existing pavement condition is showing that emergency repairs will be necessary to maintain the taxiway's use.
The project includes reconstruction of taxiway pavement and shoulders, and the installation of new edge lighting, guidance signs, in-pavement guard lights at the intersection of the taxiway with Runway 12-30, pavement markings, and drainage improvements, including the installation of a catch basin and the grading of the adjacent infield areas.
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project. The project was advertised for bid July 23, 2010, and bids were opened August 25, 2010. In addition to placing an advertisement for bids in the Long Beach Press Telegram, notice of the bid was posted on the City's website at www.PlanetBids.com/longbeach. In a continuing effort to increase participation of local businesses and Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), Women Owned Businesses (WBEs), and Disadvantaged Business Enterprises (DBEs), bid documents were also sent to several trade publications and plan rooms catering to these groups within the construction industry.
For this bid, 949 firms registered on the website were notified via automatic e-mail notice, including 205 SBEs. Of the 949 firms, 119 are located in Long Beach. Twelve sets of bid documents were purchased by prospective bidders, and four bids were received. One local business submitted a bid; there were no SBE, MBE, WBE or DBE registered firms that submitted bids. All American Asphalt, of Corona, California, is the lowest responsible bidder.
In accordance with the California Environmental Quality Act, Categorical Exemption No. CE-53-09 has been issued for this project. In accordance with the National Environmental Protection Act, the project received a Categorical Exclusion pursuant to FAA Order 1050.1E on September 10, 2009.
This matter was reviewed by Deputy City Attorney Amy R. Burton on September 17, 2010, and Budget Management Officer Victoria Bell on September 27, 2010.
SUSTAINABILITY
The new taxiway edge lighting fixtures to be installed will be Light Emitting Diode (LED) type, which have a much longer life expectancy (150,000 hours versus 8,000 hours), lower maintenance cost, and lower energy consumption (10 watts versus 30 watts) compared to traditional quartz fixtures.
The project area has extremely poor soils that require enhancement prior to the construction of the taxiway pavement. In lieu of removal and replacement, the Airport has opted to treat the soil in-place with cement, which will stabilize and strengthen it. This will allow the soil to remain in place, while providing a subgrade for the pavement structural section that meets the Federal Aviation Administration design standards for aircraft use.
The project provides the option for the contractor to pulverize the existing asphalt and base material and recycle the material for use in the new structural section. As per current industry practices, any remaining existing asphalt will be recycled for use in other projects in the Southern California region.
With the combined effort of treating the soil in-place and using on-site materials to create the aggregate for the cement-treated base, the construction methods will reduce the number of large truck trips by an estimated 700 trucks.
TIMING CONSIDERATIONS
City Council action on this matter is requested on October 5, 2010, in order to authorize commencement of this project. Construction is anticipated to begin in December 2010 and should take approximately six months to complete.
FISCAL IMPACT
The contract award is for an estimated amount of $1,196,000. A 25 percent contingency amount of $299,000 is being recommended due to the poor condition of the existing subgrade and any unforeseen circumstances. An additional estimated amount of $355,000, which is not a part of the construction contract award, is also requested for appropriation to cover the City's Indirect Costs and construction management activities, including inspection, materials testing, and DBE and prevailing wage reporting.
An increase in appropriation of $1,850,000 in the Airport Department (AP) Airport Enterprise Fund (EF 320) is required. The increase in appropriation will be funded by $1,757,500 in funds from Federal Aviation Administration Airport Improvement Program (AIP) Grant No. 3-06-0127-35 and with $92,500 of Passenger Facility Charges.
The project will create an estimated 80 full-time equivalent (FTE) jobs.
