Recommendation to authorize City Manager to execute an agreement with the Long Beach Unified School District for the operation of the 21st Century Community Learning Centers Program, Long Beach Winners Reaching Amazing Potential after school enrichment program, at Los Cerritos Elementary School; authorize the required 15 percent General Fund in-kind match; and authorize City Manager to execute any future documents, including amendments, necessary to accept, implement and administer the agreement. DISCUSSION
The 21st Century Long Beach Winners Reaching Amazing Potential (WRAP) after school enrichment program is a collaboration between the City of Long Beach (City) and the Long Beach Unified School District (LBUSD). This program is funded by the State of California Department of Education through the federal 21 st Century Community Learning Center Program. The purpose of the program is to provide before and after school programs to disadvantaged K-12 students. The students receive academic enrichment opportunities and support services that help them meet State and local standards in core academic requirements.
LBUSD has allocated $124,313 of its WRAP grant funding to the City for an after school program at Los Cerritos Elementary School, through June 30, 2011. The grant agreement requires a 15 percent in-kind match of $18,647, which includes staff, supplies, and equipment that is kept at the school sites, donations, programs that supplement the after school program, and a portion of administration costs. Participants are provided with a wide range of services and programs designed to support their academic, physical, social, and emotional development. The Department of Parks, Recreation and Marine has provided these services for five years and we anticipate approximately 19,000 visits this grant year.
