TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents including subsequent grant renewals, through the Long Beach Department of Health and Human Services, with the U.S. Department of Housing and Urban Development (HUD) for the transfer of a 2009 Continuum of Care for Homeless Assistance Program grant from the Los Angeles Homeless Services Authority to the City of Long Beach. The HUD grant award is in the amount of $350,396 and is for a term of one year (May 1, 2010 to April 30, 2011). (Citywide)
DISCUSSION
In 1994, the Department of Housing and Urban Development (HUD) established the Continuum of Care (CoC) program, which rewards communities that work together to coordinate housing and supportive service programs for homeless persons. The driving force behind this effort is to encourage the development of a seamless strategy to aid individuals in the transition from homelessness to permanent housing. The City of Long Beach has applied and received funding annually since 1995 to support the development of the Villages at Cabrillo and Multi-Service Center assets acquired during the Naval Base Realignment and Closure Act.
Within the County of Los Angeles, there are four Continuum of Care jurisdictions: The Los Angeles Homeless Services Authority (LAHSA jurisdiction encompasses 85 cities), the City of Long Beach, the City of Pasadena and the City of Glendale. LAHSA has been managing a Supportive Housing Program (SHP) grant, operated by the United States Veterans Initiative (US Vets) that funds service delivery within the City of Long Beach at the Villages at Cabrillo. HUD wishes to ensure appropriate jurisdictional authority and is coordinating with LAHSA and the City of Long Beach to ensure all projects funded are in fact located within the correct CoC jurisdiction.
