TITLE
Recommendation to adopt resolution requesting the Board of Supervisors of the County of Los Angeles to authorize and order the consolidation of a Citywide Special Municipal Election with the Statewide General Election to be held Tuesday, November 2, 2010, and determining and declaring that the City will pay to the County reasonable and actual expenses incurred by the County on account of the consolidation of this election; and

DISCUSSION
In anticipation that the City Council will adopt resolutions calling for a Special Municipal Election on one or more City measures, the California Elections Code requires that the City Council also adopt resolutions requesting the Los Angeles County Registrar/County Clerk to:

1. Consolidate this election with the Statewide General Election occurring on November 2, 2010; and

2. Provide other services related to the election.

TIMING CONSIDERATIONS
Pursuant to the Elections Code, the attached resolutions must be adopted by August 6, 2010.

The designation and appointment of argument writers will be submitted for City Council approval on August 10, 2010.

Once appointed, argument writers must submit direct arguments (not to exceed 300 words) by August 13, 2010. Rebuttal arguments (not to exceed 250 words) will be due August 23, 2010. All arguments must be submitted to the City Clerk Department by 4:30 p.m. on each due date.

The public examination period for direct arguments will run from August 14, 2010 to August 21,2010, while the examination period for rebuttal arguments will be August 24,2010 to September 1, 2010.

FISCAL IMPACT
Dependent upon the number of measures the City Council decides to submit to a vote of City electors, the estimated cost to consolidate the foregoing measures on the Statewide General Election ballot will range from $367,000 to $557,000. (See attached cost estimate).
