TITLE
Recommendation to authorize City Manager, or designee, to execute all necessary documents with the Certified Unified Program Agency (CUPA) Forum Environmental Protection Trust Fund to accept grant funding in the amount of $3,219 for the purchase of digital cameras and cellular telephones to be utilized by Long Beach CUPA emergency response personnel. (Citywide)

DISCUSSION
The Department of Health and Human Services (Health Department) has been awarded funding in the amount of $3,219, which will be used to purchase, as a one-time expenditure, six (6) cellular telephones and chargers, and ten (10) digital cameras. The current equipment in use is outdated and no longer manufacturer supported.

This purchase will benefit CUPA programs by enabling staff to immediately communicate with support personnel and supervisors during inspections and other CUPA activities. It will also benefit emergency response activities by allowing communication with other emergency responders, non-fire personnel, and other CUPA staff. The Health Department’s CUPA staff provides 24-hour emergency response to hazardous materials incidents throughout the City. CUPA staff use cameras to document inspections at CUPA permitted facilities and during hazardous materials emergency responses.

This matter was reviewed by Deputy City Attorney Linda Trang on July 9, 2010 and by Budget Officer Victoria Bell on July 15, 2010.

TIMING CONSIDERATIONS
City Council action is requested on August 3, 2010 in order to have the agreement signed and returned to CUPA by the due date of August 15, 2010.

FISCAL IMPACT
The City will receive grant funds of $3,219 to offset expenditures of the same amount. Sufficient funds are budgeted in the CUPA Fund (SR 131) and the Department of Health and Human Services (HE). There is no City match of funds required, no impact to the General Fund and no net impact to jobs associated with this action.
