TITLE
Recommendation to respectfully request City Manager to work with appropriate staff to begin the process of developing a Project Labor Agreement (PLA) for the Long Beach Airport Terminal Project.
DISCUSSION
On January 5, 2010 the Council requested City Management to evaluate a potential Project Labor Agreement (PLA) for upcoming terminal improvements at the Long Beach Airport (LGB). The Port of Long Beach has recently entered into a PLA for the Middle Harbor Project. The purpose of any project-specific PLA in the City would be to set uniform labor policy, ensure a timely completion and encourage Jocal hiring and cost savings. In addition, a PLA would assist in capturing HUD Section 3 restitutipn on the construction project.
City Manageme~t responded to a number of questions that were raised regarding the feasibility of a project-specific PLA for the upcoming project, including how ~uch an agreement would be administered and potential benefits to the City. These benefits ranged from local hiring provisions to Section 3 restitution credit If it were the intent of the Council to maximize these benefits and bring an organized structure to the upcoming LGB project, then it would be . prudent, from a project timeline perspective, to begin the process of developing a PLA for terminal improvements. .
