TITLE
Recommendation to authorize City Manager to increase appropriations in the Capital Projects Fund in the Department of Parks, Recreation and Marine by $142,500 for the Ramona Park Improvement Project; and execute any documents necessary for the implementation and administration of the project. (District 9)

DISCUSSION
On November 10, 2009, the City Council authorized the City Manager to complete an application and accept $142,500 in Economic Development Initiative (EDI) grant funds awarded through the U.S. Department of Housing and Urban Development Appropriations Act of 2009. The U.S. House of Representatives' Committee on Appropriations specified that the EDI grant funds be used to make improvements to Ramona Park, which include the existing freestanding restroom facility, as well as the park. Recently, the Department of Parks, Recreation and Marine was I;notified of the award of $142,500 in grant funding, and is requesting to appropriate the funding in order to begin the renovations. These funds were awarded to the City as a result of an appropriation request submitted by Congresswoman Linda Sanchez.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on June 1, 2010, and Budget Management Officer Victoria Bell on June 8, 2010.

TIMING CONSIDERATIONS
City Council action is requested on June 22, 2010, in order to allow timely execution of all pertinent documents.

FISCAL IMPACT
The total cost of the project is estimated at $142,500. Grant monies will fully offset the project costs. The recommended action includes a request to increase appropriations in the amount of $142,500 in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR). The restroom renovation project will be implemented through the City's bidding process (including the 10 percent local preference approved by the City Council in July 2009), and will provide construction jobs related to the project.
