TITLE
Recommendation to approve an amendment to the Fiscal Year 2010 Action Plan; and increase Community Development Block Grant (CDBG) funding for Economic Development and Special Needs Population activities. (Citywide)

DISCUSSION
The U.S. Department of Housing and Urban Development (HUD) requires the City to develop and submit an annual Action Plan for use of Community Development Block Grant (CDBG) funds. On July 14, 2009, the City Council approved the Fiscal Year 2010 (FY 10) Action Plan. An Action Plan may be amended during the year through a formal process prescribed by HUD. The process requires a 30-day advance public notice of the proposed Plan Amendment and a Public Hearing, conducted by the Community Development Advisory Commission. At the conclusion of the Public Hearing the Commission recommends an Action Plan Amendment to the City Council.

Notices regarding the Public Hearing and the availability of the draft amendment to the Action Plan were published in the Press Telegram on April 26, 2010, 30 days prior to the Public Hearing.

The Community Development Advisory Commission conducted a Public 'Hearing on May 26, 2010, to consider the proposed amendment to the FY 10 Action Plan. There were no public objections to the Plan Amendment. The Commission voted unanimously to recommend the proposed Action Plan Amendment to the City Council.

The attachment describes the proposed activities to be amended in the FY 10 Action Plan and includes the following additional CDBG funding:

? $400,000 in additional funds for Economic Development Activities, and
? $200,000 in additional funds for Special Needs Populations.

The additional funds are derived from estimated FY 10 CDBG carryover funds and will have no impact on any other CDBG funded activities in the approved FY 10 Action Plan.
