TITLE
Recommendation to authorize City Manager to accept $200,000 in County of Los Angeles funding for 14th Street Park, Wild Oats Community Gardens, and the El Dorado Nature Center; increase appropriations in the amount of $200,000 in the Capital Projects Fund in the Department of Parks, Recreation and Marine; and execute any documents necessary for the implementation and administration of the projects. (Districts 1,4)

DISCUSSION
The County of Los Angeles (County) has agreed to grant $200,000 to the Department of Parks, Recreation and Marine in order to enhance recreational and interpretive facilities to improve the quality of life for residents of the City of Long Beach. Specifically, the County Board of Supervisors has approved funding to:

· Construct a new full-size basketball court at 14th Street Park ($140,000);
· Restore the Wild Oats Community Gardens, which were disrupted due to the County's storm drain construction project along the Pacific Electric Right-of-Way ($10,000); and
· Create a concept design for a new visitor's center at EI Dorado Nature Center ($50,000).

This matter was reviewed by Deputy City Attorney Gary J. Anderson on May 25, 2010, and Budget Management Officer Victoria Bell on May 26, 2010.

TIMING CONSIDERATIONS
City Council action is requested on June 15,2010, in order to allow timely execution of the agreement between the County and the City to initiate the projects.

FISCAL IMPACT
Increase appropriations in the amount of $200,000 in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) - $140,000 for a basketball court at 14th Street Park; $10,000 to restore the Wild Oats Community Gardens; and $50,000 for a concept design for a new visitor's center at EI Dorado Nature Center.
