TITLE

DISCUSSION
Long Beach Energy replaces gas mains and service lines annually to ensure the continued integrity and operational safety of the underground gas distribution system. The service lines to be replaced under this contract include pipeline installed prior to 1940 and represent the current fiscal year contribution to the replacement program.

City Council adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently to expedite implementation of these projects. The project was advertised for bid on November 1, 2004 and bids were opened on December 8, 2004. It is recommended that the City Council award a construction contract to ARB, Inc. Information regarding the bid opening is provided on the attached "Recommended Contract Awards" sheet.

This matter was reviewed by Deputy City Attorney Richard Anthony on October 20, 2004 and Budget Management Officer David Wodynski on January 19, 2005. In accordance with the California Environmental Quality Act, Categorical Exemption Number CEP-46304 has been issued for this project.

TIMING CONSIDERATIONS
City Council action on this matter on February 1, 2005, will authorize commencement of this Long Beach Energy project. Construction is anticipated to begin in March 2005 and should take approximately 180 business days.

FISCAL IMPACT
The contract award is for an estimated amount of $2,649,613. Sufficient funds to cover the expenditures are budgeted in ENMA02 in the Gas Capital Fund (EF 301-003) in the Department of Long Beach Energy (EN). The funding source is Gas Capital Funds.
