TITLE
Recommendation to authorize the implementation and construction of sound insulation improvements to residences for the Pilot Phase of the QuieterHome® Program, to be performed utilizing Job Order Contracting. (Districts 4,5)

DISCUSSION
On October 6, 2009, the City Council received and filed a status update regarding the Long Beach Airport QuieterHome® Program (QHP). The update covered the various elements of the QHP and the various methods that have been and will be used to carry out the program.

Since October 6, 2009, the Airport and its consultant, C&S Companies (C&S), have met with the 27 identified interested homeowners eligible for the program. Participation in the program is voluntary and at no cost to the homeowner; however, it does require entering into an avigation easement with the City. Applications were received and 10 homes were selected for the Pilot Phase. Homes were selected based on a number of criteria, including length of time the owner has occupied the home and the date of application to be included in the QHP Pilot Phase.

One of the elements of the QHP is to provide sound mitigation elements that possess the acoustic performance properties required to achieve the Program's minimum 5 dB Noise Level Reduction (NLR) goal and interior Community Noise Equivalent Level (CNEL) goal for homes within the 65 CNEL. This process is accomplished by first establishing a design package for the various fixtures to be replaced in each home and then installing sound mitigation improvements.

The design for the 10 homes included in the Pilot Phase has already been completed by C&S and staff is seeking authorization to proceed with the construction of the improvements to the Pilot Phase homes. Construction of these improvements will be accomplished by utilizing one of the Job Order Contracting (JOC) contracts.
