DISCUSSION
On April 8, 2010, the Department of Parks, Recreation and Marine (PRM) received a proposal from Long Beach Pony Baseball (LB Pony) to replace the existing baseball scoreboard at Whaley Park with a new wireless remote control 312LED scoreboard (scoreboard) manufactured by Varsity Scoreboards. The new scoreboard (Attachment A) will measure 8'x6'x8" and will be installed in approximately the same location as the existing scoreboard (Attachment B), which will not be visible from any adjacent city streets or neighboring residences (Attachment C).

LB Pony will furnish, install and maintain the scoreboard in its entirety at no cost to the City. Upon its installation, the scoreboard will become the property of the City and will be available for use by all permitted Whaley Park baseball field users. PRM will assume the cost of electrical utilities to the scoreboard once established; however, this is expected to be a minimal ongoing cost due to the scoreboard's use of energy-efficient LED light bulbs.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on April 13, 2010, and Budget Management Officer Victoria Bell on April 15, 2010.

TIMING CONSIDERATIONS
City Council action is requested on May 4, 2010, to enable the execution of all documents associated with this proposed project and to allow LB Pony to proceed with obtaining the applicable approvals necessary to begin construction from the City's Department of Development Services and PRM.
