TITLE
Recommendation to authorize City Manager to execute an agreement with the City of Seal Beach to provide maintenance, repair and collection services for parking meters by the City of Long Beach. (Citywide)

DISCUSSION
In 1999, the City of Seal Beach installed 76 parking meters in three parking lots in their downtown business area. At that time, the City Council of Seal Beach requested the City of Long Beach to provide maintenance, repair and collection services for the parking meters. On January 19, 1999, the Council authorized the City Manager to execute an agreement with the City of Seal Beach. Since that time, the City of Long Beach has provided parking meter maintenance services for the City of Seal Beach.

The City of Seal Beach has requested that the services be continued. The latest agreement, has been in force for three years and does not allow for another extension of term; therefore, a new agreement is necessary. The new agreement will be in effect beginning January 1, 2010 and will remain in effect until such time as either the City of Long Beach or the City of Seal Beach wishes to terminate the agreement.

This matter was reviewed by Deputy City Attorney Amy Burton on March 23, 2010, and by Budget Management Officer Victoria Bell on March 29, 2010.

TIMING CONSIDERATIONS
City Council action on this matter is requested on April 20, 2010 as the current agreement expired December 31,2009.

FISCAL IMPACT
The City has been receiving $12,000 per year for its services. Under the new agreement, the City will continue to receive $12,000 per year, plus an additional 2.6 percent Consumer Price Index (CPI) adjustment, for a total of $12,312 for the 2010 calendar year. The current agreement allows for annual increases in the cost for services by the CPI, not to exceed 5 percent. Expenses and associated revenue are budgeted in the General Fund (GP) in the Department of Public Works (PW).
