DISCUSSION
The Workforce Investment Network (Network) administers the federal Workforce Investment Act (WIA) and other employment and training funds received annually by the City. Those funds support job training programs and business services delivered by the Career Transition Center, Youth Opportunity Center, Center for Working Families, Harbor WorkSource Center, and selected community-based organizations to assist local residents acquire skills leading to employment in high demand occupations with local employers.

WIA requires states to provide funds for Rapid Response Activities and Additional Assistance Grants to local Workforce Investment Boards (WIBs), which experience a demand for services that exceeds the capacity of existing resources. These funds are generally accessed through grant requests initiated by local WIBs.

Due to current service levels and high unemployment, and to ensure WIA/ARRA funds are expended as soon as possible, the State Workforce Investment Board has adopted a temporary policy allocating its remaining funding on a formula basis. The State has notified the City of its local share of funds in an amount of $377,519 to augment existing WIA services provided by the Network.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on March 15, 2010 and by Budget Management Officer Victoria Bell on March 19, 2010.

TIMING CONSIDERATIONS
City Council action is requested on April 6, 2010 in order to facilitate processing of required documents.
