DISCUSSION
The Workforce Investment Network (Network) submitted a grant proposal to the State's Labor and Workforce Development Agency in partnership with a broad collection of workforce investment boards, educational institutions, employers, and other stakeholders throughout Southern California to implement the Southern California Green Economy Value Study (Study). This project aims to bolster economic competitiveness by building capacity of this particular regional collaborative to identify growing industries, undertake strategic planning and leverage public and private resources.

The Study will diagnose and analyze the Region's Green Economy, focusing on five segments: Energy Generation, Energy Storage, Energy Efficiency, Water and Waste Water, and Transportation. The Network identified these five segments as the largest in Southern California in both the number of establishments and employees, as well as the ones most critical to the Region's quality of life.

The grant proposal, developed by a consortium of ten Workforce Investment Boards across Los Angeles, Orange, and Ventura Counties, was one of ten projects funded to study various sectors of California's economy.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on March 15, 2010 and by Budget Management Officer Victoria Bell, on March 19, 2010.

TIMING CONSIDERATIONS
City Council action is requested on April 6, 2010 in order to facilitate processing of required documents.
