DISCUSSION
City Council approval is being requested to enter into contracts between the Departments of Public Works, Water and Harbor with Danny's Auto Painting and Laszlo's Sports Car Center, Inc., to furnish and deliver light, medium and heavy-duty autobody repair services. The City prefers two contractors to ensure timely repairs at a reasonable cost.
 
Based on expenditures from prior years, the annual proposed contracts are estimated to total $615,000. Historically, expenditures for light/medium-duty repairs have averaged $500,000 and $115,000 for heavy-duty repairs. Previous autobody contracts did not include heavy-duty repair specifications. Historically, the Fleet Services Bureau bid heavy-duty repairs separately, per vehicle, on an as-needed basis. The City's heavy-duty fleet is comprised of 175 units, which include refuse trucks, fire apparatus and street sweepers. The inclusion of light, medium and heavy-duty repair specifications, and related costs, will streamline the process of service delivery. The Purchasing Division worked with the Fleet Services Bureau to develop a comprehensive bid that encompassed all autobody needs.
 
The bid for furnishing and delivering light, medium and heavy-duty autobody services was advertised in the Press Telegram on December 11, 2009, and 225 potential bidders· specializing in autobody repair services were notified. Of those bidders, 17 downloaded the bid via our electronic bid system. There was a mandatory pre-bid meeting conducted on December 17, 2009. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division's weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Ten bids were received and a public bid opening occurred on December 29, 2009. Of those ten bidders, two were Women-owned Business Enterprises (WBEs), three were Minority-owned Business Enterprises (MBEs), five were certified Small Business Enterprises (SBEs) and five were Long Beach businesses. Danny's Auto Painting of Long Beach, CA (Iocal/SBE/WBE) and Laszlo's Sports Car Center, Inc., of Long Beach, CA (local) were the lowest responsible bidders.
 
Local Business Outreach
 
Our outreach goal during the bid process is to encourage Long Beach businesses to take advantage of local preferences offered by the City and submit bids for City contracts. We assist businesses with registering on our Bids Online database to download the bid specifications. Of the Long Beach businesses registered for providing autobody repair services, there were five businesses able to provide services. In the years past, the City has only received bids from two Long Beach businesses. This year, we received five bids from Long Beach businesses, expanding the City's bidder pool and leading to requested contracts with two local businesses.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on February 8, 2010 and Budget and Performance Management Bureau Manager DavidWodynski on February 9, 2010.
 
TIMING CONSIDERATIONS
City Council action is requested on March 23, 2010, to adopt specifications and award contracts concurrently to ensure contracts are in place by April 1, 2010.
 
FISCAL IMPACT
Sufficient funds to cover the total estimated contract cost of $615,000 are budgeted as follows:
$500,000 is budgeted in the Fleet Services Fund (IS 386) in the Department of Public Works (PW); $40,000 is budgeted in the Water Fund (EF 310) in the Long Beach Water Department (WA); and, $75,000 is budgeted in the Harbor Fund (HR 430) in the Long Beach Harbor Department (HA).
