TITLE
Recommendation to authorize City Manager to enter into an agreement and any subsequent amendments with the South Coast Air Quality Management District to accept Fiscal Year 2008-09/Year 11 Carl Moyer program grant funds to partially offset the purchase costs to replace off-road equipment. (Citywide)
DISCUSSION
City Council approval is being requested to authorize the City Manager to enter into an agreement with the South Coast Air Quality Management District (SCAQMD) to accept a grant to partially offset the purchase cost of six new low emission off-road diesel-fueled equipment, which were scheduled for replacement based on poor condition.
On April 30, 2009, the City of Long Beach Fleet Services Bureau (FSB) submitted a grant application to the Carl Moyer program to seek funds to offset the purchase cost of new diesel-fueled off-road equipment. This funding amount is based on the program criteria of $16,000 per ton of emissions reduced and our off-road vehicle usage data. On January 5, 2010 the SCAQMD Board of Directors authorized the recommendation to fund this application.
FSB has already coordinated the procurement of the needed off-road replacement equipment, which will assist the City in complying with the air quality requirements to reduce diesel particulate matter and oxides of nitrogen emissions. FSB will submit required documentation to SCAQMD by June 18, 2010 and a final report June 30,2014.
This matter was reviewed by Deputy City Attorney, Gary Anderson on March 2, 2010 and Budget Management Officer Victoria Bell, on March 4, 2010.
SUSTAINABILITY
With this new equipment placed into service, particulate matter was reduced by an average of 76.24 percent, and there will be a 71.55 percent reduction in oxides of nitrogen by replacing the old Tier 0 and Tier 1 engines with new Tier 3 equipment. This will eliminate 0.35 tons of particulate matter emissions per year, and 3.59 tons of oxides of nitrogen, making the air in Long Beach healthier for all its residents and visitors.
TIMING CONSIDERATIONS
Authorization for the City Manager to execute the agreement and any subsequent amendments is requested at the March 23, 2010 City Council meeting in order to receive the grants funds as soon as possible.
FISCAL IMPACT
The grant award of $45,921 will offset capital equipment purchase costs in the Fleet Services Fund (IS 386) in the Department of Public Works (PW). There is no impact to the General Fund.
