TITLE
Recommendation to authorize City Manager to execute any and all facility space agreements with the United States Department of Commerce, U.S. Census Bureau to provide assistance to residents with the 2010 Census. (Citywide)

DISCUSSION
Long Beach's goal for the 2010 Census is to have a complete count of our population. The City has been working in consort with the U.S. Census Bureau to publicize the 2010 Census, and to remind our residents of the importance of completing and returning the Census form they will receive in the mail during the month of March.

The U.S. Census Bureau is proposing to establish temporary Questionnaire Assistance Centers (QACs) within City facilities for a four-week period. The City Council is being asked to authorize the City Manager to execute the necessary space agreements to . facilitate the temporary establishment of the QACs.

The purpose of the QACs is to provide assistance and instruction to Long Beach residents in completing their 2010 Census forms. The QACs are proposed to be located at various City facilities, including libraries, parks and City Hall. Each QAC will display a Census Bureau poster or banner for identification and will be staffed by Census Bureau employees. Assistance at the QACs will be provided in multiple languages.

This letter was reviewed by Principal Deputy City Attorney Charles Parkin on February 26, 2010 and by Budget Management Officer Victoria Bell on March 1, 2010.

SUSTAINABILITY

Existing City facilities will be utilized by the U.S. Census Bureau. The endeavor will not involve the development of any new structures.

TIMING CONSIDERATIONS
The U.S. Census Bureau will operate Questionnaire Assistance Centers in City facilities from March 19 through April 19, 2010.

FISCAL IMPACT
