Title: Recommendation to start recruitment and testing immediately establishing a lateral and new recruit eligibility list to support a full drill academy in January 2011. A lateral academy could take place in addition to the full academy based on availability of funding and the number of lateral candidates qualifying; and Direct City Manager to work with the Civil Service Department to prioritize City recruitments to make the Fire recruitment a top priority and eliminate the need for additional staff. The City Manager and Fire Department should assist the Civil Service Department with the recruitment to reduce costs and ensure no additional funding is necessary.
