DISCUSSION
It is the goal of the Department of Public Works to widen streets and alleys to the standards established in the City's General Plan. When significant new development is proposed, the public rights-of-way adjacent to the site are reviewed for sufficiency to accommodate the new development. For the construction of a 2,000 square-foot retail building and a car wash at 130-132 W. Anaheim Street, the dedication of additional right-of-way is recommended. In particular, the dedications recommended are as follows:
 
A 2.5-foot wide sidewalk easement should be provided on Anaheim Street to provide for widening the sidewalk adjacent to this property from 7.5 to 10 feet.
 
The adjacent alley is currently 14 feet wide, comprised of an 8-foot west portion and a 6-foot east portion. A dedication of 2 feet to the west half of the alley will provide the standard 10-foot wide half-width. The standard alley width of 20 feet will be achieved when property on the east side of the alley is improved and a public alley dedication of 4 feet is recorded. The subject area is shown on the attached vicinity map labeled Exhibit A.
 
Alfred Grigoryan, the developer of the subject property, agreed to development conditions that include the above-described dedications.
 
In conformance with the California Environmental Quality Act, Categorical Exemption No. CEP 07-226 was issued for this project.
 
This matter was reviewed by Deputy City Attorney Linda Trang on January 4, 2010 and Budget and Performance Management Bureau Manager David Wodynski on January 26, 2010.
 
TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
 
FISCAL IMPACT
A document processing fee of $1 ,089 was paid by the developer and deposited in the General Fund (GP) in the Department of Public Works (PW).
