TITLE
Recommendation to authorize City Manager to execute any and all documents necessary for a Memorandum of Understanding between the City of Long Beach and the Board of Water Commissioners of the City of Long Beach for certain improvements necessary for the construction of a new parking structure at Long Beach Airport.

DISCUSSION
As part of the design development of the new parking structure at the Long Beach Airport (Airport), certain below ground sewer improvements were identified as necessary and critical during the initial stages of construction. In order to facilitate the inspection and oversight of these sewer improvements, Airport staff commenced negotiations with the Long Beach Water Department (Water) for a Memorandum of Understanding (MOU).

On June 4, 2009, the Board of Water Commissioners of the City of Long Beach approved the execution of the MOU with the City. On November 3, 2009, the City Council authorized the completion of design and construction of the new parking structure at the Airport, which includes the construction of the sewer improvements.
Pursuant to City Council approval of the parking structure construction project, Airport requests authorization for execution of the MOU necessary as part of the initial stages of construction.

The MOU shall include inspection and oversight services by Water for the following construction activities:

· Abandonment of approximately 1,600 linear feet (LF) of existing sewer line;
· Construction of approximately 1,560 LF of new sewer line;
· Installation and maintenance of a trash removal system at the Long Beach Water Department's S-27 sewer lift station;
· Dedication of the improvements to the Long Beach Water Department upon completion.

This letter was reviewed by Deputy City Attorney Richard F. Anthony on December 21, 2009, and Budget and Performance Management Bureau Manager David Wodynski on January 4, 2010.
