TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary subsequent amendments, with LDV, Inc., of Burlington, WI, dba Wisconsin LDV, Inc., for the purchase of a mobile command center, on the same terms and conditions afforded to the Houston-Galveston Area Council of Governments (HGAC), in a total amount not to exceed $876,703, including taxes and fees.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with LDV, Inc., for the purchase of a mobile command center, a 2023 Freightliner M2-106 truck, including all needed communication equipment, cabinets, and other accessories.  The proposed unit will be used by the Health and Human Services Department (Health Department) and deployed in special events and public health emergencies to serve as the command post for Health Department staff. The mobile unit will be critical in the event of a large-scale emergency, civil unrest, terrorist attack, pandemic, and mutual aid, and will help mitigate effects on the public during these emergencies. The unit will also provide a space for Health Department staff to receive briefings, mobilize operations, and enable close proximity to the Long Beach Fire and Police Department’s mobile command centers during a unified command activation. The cost of the vehicle will be covered by the 2022 Urban Area Security Initiative (UASI) grant funds administered by the Disaster Preparedness and Emergency Communications Department (DPEC). The grant award was previously approved by the City Council on May 2, 2023. 

 

The Fleet Services Division of the Financial Management Department researched procurement options for mobile response units and discovered other agencies had completed an open, fair, transparent, and competitive procurement process. The City of Long Beach (City) reviewed the cooperative agreement options and determined that the contract between HGAC and LDV, Inc., provided the best value to the City.

 

LDV, Inc., was selected based on the best value and competitive pricing for the mobile command unit. LDV, Inc., is a well-known leader in manufacturing custom specialty vehicles. The City has worked with LDV, Inc., previously to build mobile command units for DPEC, Fire, and Police Departments.  The use of this procurement method will provide the lowest cost to the City through economies of scale provided by HGAC contracts.

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment, and labor with other governmental agencies. This alternative procurement method can save time and reduce costs through economies of scale by purchasing under existing contracts from other government agencies on a voluntary and selective basis when authorized by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on June 15, 2023, Purchasing Agent Michelle Wilson on June 14, 2023, and Revenue Management Officer Geraldine Alejo on June 23, 2023.

 

SUSTAINABILITY

 

There is currently no zero-emission vehicle (ZEV) version of this mobile command center available. Fleet Services and the Health and Human Services Department will continue to evaluate ZEV alternatives as new options enter the marketplace. The vehicle will be fueled with renewable diesel fuel, which reduces both carbon dioxide and nitrogen oxide emissions when compared to petroleum diesel. California’s Low Carbon Fuel Standard Certified Carbon Intensities shows renewable diesel reduces carbon intensity on average by 65 percent when compared to petroleum diesel. The unit’s engine complies with mandated State regulations and AQMD guidelines.

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution and award a contract concurrently is requested on July 11, 2023, to ensure that grant funds are expended within the time limits and the contract is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $876,703. The vehicle purchase will be covered by the UASI 2022 grant budgeted in the General Grants Fund Group in the Health and Human Services Department. Annual maintenance costs will also be funded with UASI grant revenue and are estimated at $11,875. Annual costs will be billed to the General Grants Fund Group in the Health and Human Services Department through the Fleet Services Bureau Memorandum of Understanding (MOU) process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities. There is no local job impact associated with this recommendation.
