TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to apply for grant funds through the California Department of Resources Recycling and Recovery (CalRecycle), authorize submittal of applications for all CalRecycle grants for which the City of Long Beach is eligible, and execute all documents necessary to accept and expend the funds to implement the purposes of the grant, until rescinded. (Citywide)
DISCUSSION
City Council action is requested to adopt a Resolution authorizing the City Manager, or designee, to apply for grant funds through the California Department of Resources Recycling and Recovery (CalRecycle), authorizing the submittal of CalRecycle grants application for which the City of Long Beach (City) is eligible, to accept the grant funds and if awarded, execute all documents necessary to implement the purpose of the grant, until rescinded.
The Public Resources Code sections 40000 et seq. authorizes CalRecycle to administer various grant programs in furtherance of the State of California’s efforts to reduce, recycle, and reuse solid waste generated in California thereby preserving landfill capacity and protecting public health, safety, and the environment.
The City is eligible to apply for grant funding from CalRecycle for many annual opportunities. If awarded, the grants would fund various programs to promote recycling and waste diversion in Long Beach. For example, the City applies annually for CalRecycle grants that provided funding for the following: used motor oil recycling, beverage container collection, tire clean-up, and household hazardous waste.
CalRecycle grant application procedures require that an applicant’s governing body declare by Resolution certain authorizations related to the administration of CalRecycle grants. This Resolution will replace RES-18-0088, which is due to expire June 19, 2023. The prior RES-18-0088, provided authorization for a period of five years from the date of adoption of the Resolution. The current recommendation seeks City Council authorization to submit applications for all Cal Recycle grants until the Resolution is rescinded.

SUSTAINABILITY
Long Beach’s Climate Action Plan (CAP), approved by City Council on August 16, 2022, includes goals around increasing recycling and expanding organic waste collection. Leveraging these grant funding opportunities will assist the City in reaching these goals by implementing programs to facilitate waste reduction, encouraging reuse of resources, and providing recycling opportunities for residents and businesses within Long Beach.
TIMING CONSIDERATIONS
City Council action is requested on May 9, 2023, to adopt a Resolution and provide the authorization necessary to be considered for future CalRecycle grants.
FISCAL IMPACT
As new CalRecycle grants are awarded, City Council approval will be requested to appropriate the awarded grant funding in the Refuse and Recycling Fund Group in the Public Works Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There are no local job impacts associated with this recommendation.
