DISCUSSION
City Council action is requested to adopt a Resolution authorizing the City Manager, or designee, to apply for grant funds through the California Department of Resources Recycling and Recovery (CalRecycle), authorizing the submittal of CalRecycle grants application for which the City of Long Beach (City) is eligible, to accept the grant funds and if awarded, execute all documents necessary to implement the purpose of the grant, until rescinded.

The Public Resources Code sections 40000 et seq. authorizes CalRecycle to administer various grant programs in furtherance of the State of California’s efforts to reduce, recycle, and reuse solid waste generated in California thereby preserving landfill capacity and protecting public health, safety, and the environment.

The City is eligible to apply for grant funding from CalRecycle for many annual opportunities. If awarded, the grants would fund various programs to promote recycling and waste diversion in Long Beach. For example, the City applies annually for CalRecycle grants that provided funding for the following: used motor oil recycling, beverage container collection, tire clean-up, and household hazardous waste.

CalRecycle grant application procedures require that an applicant’s governing body declare by Resolution certain authorizations related to the administration of CalRecycle grants.
