DISCUSSION
City Council approval is requested to amend Contract No. 34940 with Elite Line Services, Inc. (ELS), for maintenance services of the Baggage Handling System (BHS) at the Long Beach Airport (Airport) to increase contract authority and extend the term for an additional four months through September 30, 2023.

On April 17, 2018, the City Council awarded a contract to ELS as part of its adoption of RFP No. AP18-035 for maintenance services of the Baggage Handling System at the Airport, for a period of three years with an option to renew for two additional one-year periods.

A Request for Proposal (RFP) for the BHS maintenance was released on March 29, 2023. A new contract is expected to be awarded by September 2023, subject to City Council approval. To avoid a lapse in service and allow sufficient time to complete the procurement process, an increase of $419,400 to Contract No. 34940 and an extension of the term of the contract through September 30, 2023, is requested. The Airport is mandated by federal regulations to maintain and operate a safe, secure, and efficient airport to facilitate air travel services. The Airport’s BHS is crucial to meeting these requirements and any lapse in service may adversely impact Airport operations.
